I can answer that. :)
It's the city the heroes of Odyssey of the Daybreak are currently hiding out in (though Niall, Irganes and Scoloti left to attack an enemy of the city's khan for an important favor). It is also the de facto capital of the Tomyrian Hordes, which is predominantly populated by orcs.
With that said, it looks like they're on top of the Colossal Snails that are used as landships, which explains the eyeball on page three.
